Was this the plan for a STABLE country after bringing Saddam down?

I remember that shortly before the war Bush & Co. were predicting that all the Iraqis would rejoice over Saddam's overthrow and that peace and stability would be restored in no time. Has anyone else in our government ever been so wrong?!
