Fallout 3 Expansion Question?

If you the buy one of the fallout 3 eps, not Broken Steel ( which supposedly makes the game not end), can you switch between going into the Pitt and going back to the Capitol Wasteland freely. In other words if you download an ep can you go from one place to another freely. Help Help Help!
