Brother taking advantage of dad please help what to do?

My brother is a complete user only gets in touch with his family when hes in trouble his current trouble is being homeless by his own fault dumping himself on my father who is recovering from a heart attack last year.my brrother is completely taking the micky using my fathers money and causing trouble and lying constantly.my father only lives in a 1 bedroom bedsit and doesnt smoke or drink.my brother makes feel sick saying that word after all the problems and trouble hes caused us as a family smokes and doesnt go outside i visited my dad yesterday and there was a cloud of smoke in the bedsit im very worried for my dads health and well being.he hasnt no job no clothes with him and no id.since monday ihave been telling him he needs a birth certificate to get his own flat from council or hostel i feel so angry with him he keeps asking for money for stupid things like topup credit and rents dvds on my dads account.i need to tell him face to face leavd my dad alone and get him out of there.my dad thinks the sun shines out of his backside.even when ive shown him proof of what he is.
