Am i fat, chubby, normal, or underweight?

im 5'4 138, bmi 23.9. i know that that is "normal" but if you looked at me youd probably change your mind. my belly hangs over 4 inches, and i can hardly it into some clothes, but then again iwant your opinion. funny i dint feel this fat, or look this fat be4 break.
